Moorings Cluster Fall 2000 Meeting

O'Malley House
Cluster President, Karen Compton, called the Fall 2000 meeting of the Moorings
Cluster to order at 7:50 PM at Al and Nancy O'Malley's home since the church was
locked.
MINUTES AND TREASURER'S REPORT
Laurie Corkey moved that the minutes be approved. Motion passed.
Ron Taylor announced that all cluster dues were paid. We are sticking to our budget,
but we still haven't spent the funds for the grounds and the tot lot. Mary Buff
moved that the Treasurer's Report be approved. Motion passed.
ELECTIONS
Mike Kelly nominated Andrew Nachison for the Block 2 Rep. Joel Compton moved that
Andrew be approved as the Block 2 Rep. Motion passed.
Carol Matthews agreed to serve a second term as the Block 4 Rep. Karen asked if
anyone else in Block 4 would like to be nominated. When no one else volunteered,
Karen moved that Carol be approved as Block 4 Rep. Motion passed.
Sigrid Jackman declined to run again for Block 6 Rep. Art Lambert nominated Bill
Jackman to be the Block 6 Rep. Motion passed.
GROUNDS COMMITTEE REPORT
The Grounds Committee has had three meetings. Jan Aminoff passed out Jeanne Julian's
Grounds Committee report just prior to the meeting. It is too long to be properly
perused right now. Allen Lenz read Pat's report. The Cluster has been certified
as a Natural Backyard Wildlife Habitat. Karen, who is also a member of the Grounds
Committee, said that the committee had not seen Jeanne's report prior to its being
passed out at this meeting and felt it would be better if the committee discussed
the report at their next meeting, as it includes a lot of information. Recommendations
will come up at the Cluster Spring Meeting. As for the plum trees, we must inform
RA and homeowners that the trees must be removed and include the arborist's report
advising that the trees are beyond saving and should be removed.
LAKE COMMITTEE REPORT
Tim Cohn told the Cluster that there are several possible contributing factors
in the degradation of the lake quality: 1) aerators may be undersized and unable
to function as they should and possibly contributing to worse conditions by stirring
up bottom soil; 2) regional drought the past few years; 3) too many geese; 4)
construction around Lake Newport, which feeds into Lake Anne. The committee is
trying to sort out and present their report to the RA. Nothing is yet resolved.
Tim is a hydrologist. Dave Rickerts is very much involved with water quality at
USGS and has written papers about Lake Anne.
NEIGHBORHOOD WATCH
Karen reported on the Neighborhood Watch meeting she attended. Fairfax County
has the second largest gang force police contingent in the US. Gangs are mostly
Latino and Asian and generally comprised of kids between 12 and 18. Gangs have
chapters around the country and communicate via the Internet. They reportedly
carry machetes, rape, steal and get drunk. We are advised to call the police if
we see graffiti on walls in this area. So far the police have been relatively
successful with dispersing gangs. Some gang has marked our area as part of their
territory, but the police have picked up the leader of this gang and feel they
have things under control. Pat Taylor and Pat Lenz are the Cluster Neighborhood

OLD BUSINESS
Art Lambert wanted to know the latest on the Wyndemere Cluster trees which pose
problems to our cluster residents. Karen said that RA told us to send Wyndemere
Cluster a certified letter with our complaints so that if something would happen
we would have a case. Carol Matthews will be asked to draw up this letter, as
she is an attorney.
AAA-Rainbow has announced that Christmas trees will be recycled if they are put
out January 3 or January 10.
SIDEWALKS
Mike Kelly discussed bids he received. He has discovered that Brothers don't seem
to stand behind their work. Five Star was the company RA used and their work was
not too good. Souza gave us the highest bid, but the O'Malley's used them for
their front patio and are very happy with the work that they did. Cluster residents
were told that they may ask for slab work on their property to be done at the
same time, but at their own expense. Ron Taylor asked that all bids be clarified,
i.e. separate the basics and the extras. John Alciati moved that the Cluster approve
up to $13,000 to make the repairs as shown on the bids and added that bids should
be clarified, cluster residents should have the option of having private work
done and that the Cluster BOD should select the contractor. Motion was passed.
Joel Anne Lambert moved that we send out flyers to the Cluster asking them to
submit work requests for private repairs to garage slabs by May 22, 2001. John
Alciati then moved that we evaluate all Cluster aprons for repair. Motion passed.
SNOW REMOVAL
Only two bids have come in. The BOD will decide which contractor to use.
Art Lambert moved that the meeting be adjourned. Motion was passed. Meeting was
adjourned at 9:10 PM.
