MINUTES OF THE MOORINGS CLUSTER MEETING (BUDGET)
23 MARCH 1999
GOOD SHEPHARD LUTHERAN CHURCH
President, Karen Compton, called the Spring (Budget) Meeting of the Moorings
Cluster Association to order at 7:08 p.m.. There was a quorum. Before the presentation
of the Minutes, Karen explained why she wanted to be president. Since Minutes
of the previous meeting had already been distributed and extra copies were available
at this meeting, reading of the Minutes was deemed unnecessary and they were
accepted as printed.
Ron Taylor read the Treasurer’s Report as copies of the new budget were
passed out. This is the sixth straight year that the Board has voted not to
increase the assessments, although there have been some increases in cost in
trash pickup and grounds maintenance. The Board voted another leaf pickup, in
the spring after the last of the fall leaves have fallen, and the hiring of
a gardening assistant. We decided not to fund the contingency fund; if additional
funds were required, to take the money from the savings fund. Ron moved to accept
the budget; Jack Corkey seconded the motion. The motion was passed.
NEW BUSINESS:
Speed Bumps: As everyone has already noticed, the new speed bumps were taken
out by the snowplow. The paving company has refused to rebuild them unless we
pay to have them rebuilt. Discussion followed on whether or not we should continue
speed bumps on Cluster streets. Jack Corkey moved that we have only two speed
bumps; one on Moorings Drive, one at the entrance to Waters Edge Lane (across
the entire roadway to prevent speeding). Ron Taylor seconded the motion. The
motion was passed unanimously.
Everyone present at the meeting seemed upset about the work done by the paving
company. We should write a letter to them and if we don’t have a favorable
response to go to the Reston Association, Better Business Bureau and CPI. Karen
Swanson suggested that we get an attorney to draft the letter.
Ann DiGiannantonio asked about the remnants of the current speed bumps. Karen
S. said that we should save some as evidence of the poor quality of the bumps.
If we get a new
Contract, we should ask for a guarantee. Karen C. told us that the cost of the
bumps is only $500. Karen S. then added that if the cost was only $500, an attorney
might be too expensive. It was decided that CPI would draft a letter to the
paving company since the company had been told that the speed bumps were breaking
up before the snow.

Streetlights: The streetlights on Moorings Drive will be done this year (Waters
Edge Lane streetlights are maintained by Reston Association). It is estimated
that the cost to repair each light is between $200-$300. All diodes will probably
need to be replaced at a cost of $10 each. Work should be able to be completed
in one day. The cost depends on how bad the damage is to each streetlight. The
Cluster has spare diodes, but they have been misplaced. Ron suggested that the
Block Heads call their blocks and try to track them down. While we were on the
subject of streetlights, Karen C. asked for reports of any problems with the
lights on Waters Edge Lane so that she could call Reston Association.
Dues: Ron Taylor moved to extend the penalty date on the first payment of the
1999/2000 dues because of the late date the bills will be sent out. Mary Buff
seconded the motion. Motion was passed.
Security: Ann has been attending the security meetings at the Reston Police
Department. She admonished the group to lock their doors. The Reston serial
rapist did NOT break in; doors were left unlocked. Internet has provided us
with a list of five people in our zip code who are convicted sexual offenders.
It was suggested that we let our neighbors know if we were going away. There
should be timers on outdoor lights. Timers for indoor lights should be set to
our own schedules and kept on at all times. Radio Shack has a light programmer
that allows you to program individual lights. Ann announced that there would
be a security meeting at the Reston Police Station at 7:30 p.m. on 31 March.
Mike Kelly suggested that we get additional Neighborhood Watch signs to be placed
at every entrance to the Cluster. Sigrid Jackman reminded everyone to lock his/her
car.
Misc. Other New Business:
There was a discussion of the dog poop problem. It was moved that we talk to
RA to get signs stating the Fairfax County Ordinance and several boxes of plastic
poop scoop bags or gloves. Ann seconded the motion. Motion passed. It was also
decided that we would like to approach the problem in a friendly manner.
Karen S. complained about the fence on Moorings Drive that fell down. Karen
C. mentioned all the Code infractions and explained that the Board would like
to send out friendly reminders. Remember that cars parked on driveways are not
only blocking walkways, but are also Code infractions and cause security problems

Cluster Cleanup and Picnic: The Board had tentatively set April 24th for the
Cluster Cleanup/Picnic. Karen C. would like to change that date. Both May 8th
and May 15th were suggested as the new dates. The Cluster Secretary will poll
the Block Heads who will, in turn, poll their block members to see which date
would bring out the most people. Jerry Inge suggested that she could use her
power wash sprayer. Karen C. asked if anyone else had a sprayer, which could
also be used. We would like to do all the parts of the houses facing the street.
We could also touch up the yellow curbs on Cleanup Day.
Mary Buff suggested that a list of tasks needed to be done be available to the
Cluster members to that they could sign up for various tasks. It was suggested
that some people could opt to do tasks prior to the Cleanup Day if they were
unable to attend the Cluster Cleanup.
It was decided that we would begin Cluster Cleanup at 8:30 a.m. and get together
in the afternoon, following the cleanup, for the picnic at the Tot Lot. Decided
that if we went home first to clean up, we might not return.
Rules and Regulations: Ron Taylor moved that we re-distribute the Cluster Rules
and Regulations. Block Heads will deliver these. The Board will highlight the
R&R’s at their next meeting. Ron also suggested that we should include
a cover letter about parking on the sidewalk. Ted Duke seconded the motion.
Motion passed.
There being no other New Business, the meeting was adjourned at 8:15 p.m.
