MOORINGS CLUSTER FALL GENERAL MEETING
THURSDAY, OCTOBER 21, 1999
GOOD SHEPHARD CHURCHThe Fall General Meeting of Moorings Cluster was called to order at 7:40PM by Karen Compton, President. The following homeowners were in attendance: Mike Kelly, Joel and Karen Compton, Tim Cohn, Edith Lederman, Gerry Inge and Roy Lokey, Nancy O’Malley, Karen and Gaylon Swanson, Bill and Sigrid Jackman, Allen & Pat Lenz, Art and Joel Anne Lambert, Ron Taylor, and Mary Buff. Steve Carroll, a new tenant on Waters Edge Lane, was also in attendance.
Allen Lenz moved that we accept the minutes of the Spring General Meeting as distributed. Joel Compton seconded the motion. Motion passed. The Treasurer’s Report was then passed out. After an opportunity to read the report, Tim Cohn moved approval of the Treasurer’s Report. Allen Lenz seconded the motion. Motion passed.
NEIGHBORHOOD WATCH
Karen C. gave the Neighborhood Watch Report, as Ann DiGiannantonio was unable to attend the Cluster meeting. There was an attempted break in at the Lakeview Condo on the third floor! The break in was not successful.
MOORINGS DRIVE STREETLIGHTS
This immediately sparked everyone’s interest in cluster lighting. Mike Kelly and Gerry Inge announced that some of the streetlights on Moorings Drive were out again. Karen C. explained our need for a meter for Moorings Drive streetlights so that the Cluster would be charged only for the light we actually get.
Repairing the streetlights at present leaves us at the mercy of Virginia Power’s time schedule. That’s why the lights were so long in being repaired this summer.
Having meters will mean the streetlights will be treated as an individual home account and response time will much better. Art Lambert feels individual
Homeowners should call Virginia Power with complaints, as we might get better service than when only an official representative of the Cluster calls.
SWINGS
Swings in the Tot Lot need repair. The chain brackets are obsolete, but we have found a couple and now we need to put them up. Tim Cohn and Steve Carroll volunteered to do so.
WILLOW TREE
Karen C. explained the arborist’s suggestions on what we needed to do with the willow tree in the Tot Lot area. The Cluster will have the tree trimmed, but it wasn’t decided what to do about recabling since three arborists had three different opinions on that. What we do know is that the tree is healthy.


REMOVAL OF DEAD FIR TREE
The dead firtree at the entrance to the Cluster is not on Cluster property but on the part of Moorings Drive, which is State property. So far the State has done nothing about removing it. Art Lambert volunteered to call the State about removing the tree.
LAKE DREDGING AND ALGAE PROBLEM
Only the coves were dredged. Discussion followed as to the cause of the green color of the lake. Tim said that he would ask his wife, Sarah Gerould, to look into the problem and report back to the Cluster.
SPEED BUMPS
Old Dominion Paving (the original pavers) will replace two speed bumps at no cost to the Cluster. One is at the entrance to Moorings Drive in the Cluster and the other is at the main entrance to the Cluster, just before the heron sign.
REASON FOR JULY MEETING QUESTIONED
Gerry Inge asked why we had the July meeting. Karen explained that it was actually a Board Meeting but since it affected the entire Cluster, all Cluster residents were invited. Karen C. read the results of the meeting from the minutes.
1) Front fences (including fences separating courtyards) should stay according ac to original design; 2) Streetlights should be maintained as originally designed and installed. Homeowners should do nothing to change the streetlights; 3) Gates should match the fence and no higher than the top of the fence. Anyone wanting to make changes would be required to get RA permission; 4) Garage doors should be painted the same color as the house. Variations of pattern or small windows would be acceptable.
NEW BUSINESS
LIGHT FIXTURES
Joel Anne did a lot of research on fixtures and found that our original light fixtures ARE still available vie Internet, but cost in excess of $100. We have three choices with light fixtures: 1) go any way we want within limitations; 2) choose a fixture that is harmonious with the Cluster; or 3) go back to the old lights. Karen S. said if we must have a standard, we should get something really pretty. Allen Lenz moved that we adhere to the original standard and replace with the original fixtures when current fixtures wear out. Discussion followed. Tim moved to table the motion; Art seconded. Motion to table passed
Tim moved to grandfather the lights we have. Art amended that motion by adding that we tell RA that we have the same standard we’ve always had and the Cluster will grandfather existing lights until replacement is needed. Ron seconded the motion. Mary Buff asked if the original lights could be fitted with light sensors so they go on when it becomes dark. Joel Anne said they could not be and Mary then said she felt that since she and several others in the Cluster lived alone, our lights should have that feature. Her complaint was overridden and the motion was passed.
BARBERRY STRIP
Karen C. mentioned that there were two ways to keep the mulch from going into the gutter: digging around edges so movement would be into the ground rather than into the street and/or planting ground cover to keep the mulch in place. Karen S. and Pat L said that ground cover would be unruly and that since we had so much mulch in the past that any new mulch would still run into the street. Joel moved that the Board take care of that problem. Ron seconded the motion. Motion passed.
CUTTING CABLE OUT OF WILLOW TREE
Joel moved that we cut the cables out of the willow tree in the Tot Lot. Gaylon seconded the motion. Discussion followed. Motion failed. Karen S. volunteered to call the County Arborist for another opinion regarding whether the current cabling is sufficient for the tree. Branches will be trimmed on October 25.
WILD CREATURES
Allen L suggested that we put out a flyer saying that there should be no feeding of ducks, geese and squirrels since the extra food causes crows to congregate in the Cluster, and crows are the Number One host for the ENCEPHALITIS MOSQUITO.
ELECTION OF BLOCK REPRESENTATIVES FOR BLOCKS 1/3/5/7
Joel C. nominated Eveline Marquardt as Block Rep for Block 1. Motion was passed unanimously. Joel Anne nominated Mary for Block 3 Rep. Passed unanimously. Ron nominated Joel Anne for Block 5 Rep. Motion was passed unanimously. Joel C. nominated Karen C. for Block 7 Rep. Motion passed unanimously.
The Fall General Meeting of Moorings Cluster was then adjourned.
