MOORINGS CLUSTER BUDGET GENERAL MEETING

ATTENDEES: Art & Joel Anne Lambert, Allen & Pat Lenz, Eveline Marquardt,
Carolyn Badila, Andrew Nachison, Erik Landberg, Amy Thompson, Edie Lederman, Gerry
Inge, Jack and Laurie Corkey, Sarah Gerould, Nancy O'Malley, Keith Frawley, Karen
Swanson, Patty Hagan, Karen & Joel Compton, Mary Buff, Ron Taylor, Chuck Hilty.
Karen Compton, President, called the Moorings Cluster General Meeting to order
at 7:11PM on March 13, 2001. Nineteen households were present.
MINUTES: It was moved and seconded that the Minutes be approved as written. Motion
passed.
BUDGET: Ron announced that the BOD didn't revise the budget that was approved
last year. He feels that the Cluster should be in good shape. We have $1000 left
from 2000 to be spent in 2001. Everyone has paid their dues. Five households were
late, but penalties were paid. The Reserve Fund balance is approximately $50,000.
The $14,200 approved for 2000 from the Reserve Plan was not spent. Ron suggested
that if the Cluster proposes for large, future expenditures they should be announced
prior to the meeting. During discussion, it was suggested that we should have
a policy that if the BOD is about to spend a large amount of money for a project,
that the Cluster should be told that a vote on the expenditure is coming up at
the next General Meeting so that resident members can be there to voice their
opinions and cast their votes. It was moved and seconded that agendas of future
general meetings be included with the announcement of the meeting, especially
if a significant expenditure is anticipated. Also, an estimated amount of the
expenditure should be mentioned. Motion was passed.
OLD BUSINESS:
TREES --There were questions about the fallen pine, the knocked down cherry tree
on Waters Edge, the plum trees, and the Windemere Cluster trees. All have been
taken care of. Ron wants his plum trees taken down since they were so badly pruned
to remove disease. They will be taken down. Sara Gerould complained about her
tree being taken down even though she had asked that it be spared. Karen apologized
for taking it down in error.
SIDEWALKS -- Four bids were received for the sidewalks. Each bidder was asked
to give quotes on the same items. What transpired at the Fall General Meeting
was read from the Minutes. Karen wrote out the bids on the whiteboard. Discussion
followed about specifications, extra work, cost for homeowners to have private
work done at the same time. Eveline was concerned that Moorings Drive is settling
and what could be done about future cracking because of that. It was decided that
the BOD would contract with one of those that had submitted proposals. The contract
would also set the cost per square foot for other work so that homeowners could
add on any repairs they needed.
LANDSCAPING -- Eric Landberg, the Chairman of the Grounds Committee, said that
all three of the horticulturists told them that the barberries were probably the
best choice for the curb area. Three proposals were received. It was decided to
go with the Green Works proposal to put in 81 new barberries for $1500. The Grounds
Committee had found a landscaper to weed and prune existing barberries three times
per year; weed the Tot Lot, the Center Island and the garden near the Inlet path
seven times per year. Discussion followed. It was moved and seconded to accept
the Grounds Committee proposals for planting and maintaining and to use $1500
from the Reserve Fund for this purpose. The motion was passed.
NEW BUSINESS: Ron feels that it is time to have a professional update of our original
estimates for our Reserve Plan. Karen asked Ron to bring an estimate of the cost
of a professional update of the Reserve Plan. Ron recommended that we adopt last
year's operational budget with no change in assessments. Discussion followed.
It was moved and seconded that we accept the Budget. Motion passed.
A question was brought up as to why the Vice President is not a voting member
of the BOD. It was pointed out that the by-laws state that only Block Representatives
have a vote in the BOD; the Vice President is not necessarily a Block Representative.
It was announced that Cluster Cleanup is March 31 with April 1 being the rain
date. There will be a picnic after the Cleanup. (It later developed that both
these dates were rainy).
It was moved and seconded that the meeting be adjourned. Motion was passed.
