A meeting of the Moorings Cluster Board of Directors was held October 24, 2000 at 7:30 PM at the home of Karen Compton. Present were: Carol Matthews, Karen Compton, Ron Taylor, Joel Anne Lambert, Eveline Marquardt and Mary Buff. Jeff Ritter, a new homeowner in Block 7 attended as a guest.
Karen announced that Robyn Spence had petitioned to add Navajo White to our Cluster color palette. Joel Anne moved that the BOD refuse to consider the addition because we don't have time for proper consideration of the full process before the Fall Meeting on October 30. Eveline seconded the motion. The motion was passed.
Ron Taylor told the BOD that he took advantage of a high interest CD at Sun Trust Bank, but we had to add one thousand dollars to the reserves to qualify for the minimum CD. He then presented the BOD with the latest rundown of the Budget. We have stayed pretty much within our budget.
Ron then spoke of walking with Mike Kelly looking over the Moorings Drive sidewalks. Discussion then followed as to what part belonged to the homeowner and what part was the Cluster responsible for keeping up. Ron explained that the Cluster owned one foot inside the property line. Aprons and curbs belong to the Cluster. Mike Kelly had asked Karen if we should price the cost of repairs to aprons on Waters Edge Lane, while they were getting prices for Moorings Lane, as the RA easement on Waters Edge only pertains to the actual sidewalks. Any apron repairs are the Cluster's responsibility. Ron added that we should ask the companies bidding to give us the cost of basic repairs to sidewalks on Moorings Dr. and then list separately any other costs.
Mary Buff brought up the idea of having a Cluster standard for replacement windows, as RA had suggested that when she went to inquire about having her windows replaced. It was decided that window standards would be brought up at the Fall meeting for the entire Cluster to discuss.
The arborist has suggested the plum trees on the curbs be removed because of extensive disease. We decided that we should first approach RA about this.
Joel Compton proposed termite treatment for the entire Cluster, a la garbage collection. The cost would come from the Cluster dues and because of the numbers; homeowners would each pay much less for treatment. This was another item we decided to bring up at the Fall meeting for resolution.
Karen asked if we should include fire extinguishers as a Cluster cost also. BOD decided that this was an individual concern.
Even numbered Block block reps are either running again or have suggested a replacement, all except Sigrid, who is presently on vacation. We will have a full Cluster vote at the Fall meeting.
The Wellington's had some concrete work done which is now causing problems for neighbors. Eveline will talk to them about correcting the problem.
Karen mentioned that our handyman Randy was now saying that he did not want to replace only a small part of the tot lot, but would charge one thousand dollars to replace the whole area. Discussion followed. It was decided that Carol would get other bids for just the work we want done.
Karen told the BOD that Sigrid had had our insurance checked and that we are properly covered.
Karen then explained the gang problem, especially around Lake Anne, but said that the police have a handle on it.
The Lake Committee will make a full report to the Cluster at the Fall meeting.
The Grounds Committee has told the BOD that the little strip on Moorings Drive that has been a problem for the Cluster will be replaced by a butterfly garden. The Cluster has been approved as a natural habitat. We did not need to make any changes. We are having a problem with dead trees in Wyndemere Cluster threatening houses in our Cluster. We may have to take the problem to RA for jurisdiction. The Grounds Committee recommended that we keep the barberries. Jeanne Aminoff has volunteered to donate plants to the butterfly garden.
The meeting was adjourned at 9:40 PM.
