MINUTES OF MOORINGS CLUSTER BOD
WEDNESDAY, SEPTEMBER 22, 1999 The Moorings Cluster Board of Directors Meeting was called to order at 8:05 PM on Wednesday, September 22, 1999 at the home Ann DiGiannantonio. Present were:
Karen Compton, President; Mary Buff, Secretary; and other Board Members Ann DiGiannantonio, Joel Anne Lambert and Sigrid Jackman.
Karen had a long list of items needing to be discussed. First and foremost was setting a date for the semi-annual General Cluster Meeting. Reston Association has additional rules to ours. We will submit a copy of RA rules to all members to discuss at the general meeting. We’ll use the by-laws we passed out to the Cluster as the basis in the general meeting. Mary Buff will call the Good Shepherd Lutheran Church to arrange for a meeting room. We will try for October 21st or 28th. RA will be checking the entire cluster for offenses. We need to have our own solid Rules and Regulations.
Karen explained the problems the cluster is having with Jones Communication and Virginia Power. Ann moved that we put two electric boxes with meters for the Moorings Drive streetlights to replace the lines to the old transformers. Cost should not exceed $300. Sigrid seconded the motion. All agreed and the motion was passed.
The next item of business was the willow tree in the tot lot. Karen has received several quotes from tree specialists and arborists. Quotes are all over the board: 1) re-cable the tree; 2) do not put cables in the tree, simply trim the tree; 3) tree has mold but really is healthy and has another ten years of life. We also need to deal with several other trees in the Cluster.
Ron Taylor has written to RA asking that they NOT allow the willow tree to be cut down. Sigrid moved to have the willow tree pruned, and the offensive limb and other dead wood removed. Mary seconded the motion. Motion was passed. We will have the full cluster decide what else to do with the tree at the general meeting.
The swings over the turtle nest in the tot lot are not safe. Ron said we needed a few parts to make them safe. Karen has found a company that has the parts. Mary will ask Norman, who is fast becoming the cluster handyman, if he would put the part in for the chain.
The next item we called Security/Snow Removal/Working Together for want of a better term. Karen called most of the adjoining clusters about security and snow removal. Ann suggested that all clusters go the September 28, 1999 Neighborhood Watch meeting to discover ways to make our neighborhoods safer, especially with the Reston rapist still at large. Joel Anne feels that motion lights should be Okayed. Ann said that the police feel that lights are our best security, despite what was written by RA. As for working together, it was suggested that we hold a multi-cluster yard sale and do our cluster clean-ups on the same days, perhaps hiring large trucks to take away our cuttings, etc.
Joel Ann will draw up proposed cluster standards for outside lights. One standard must be that lights do not illuminate neighbor’s yard.
Speed Bumps: The original company which put in our faulty speed bumps (Dominion Paving, with CTI engineering company overseeing) is not responding to putting in replacement speed bumps. We discussed what should be done. Mary is to write a letter to Dunn & Bradstreet saying that Dominion Paving should not be allowed to do such work in the future. Mary moved that we wait until spring to put in new speed bumps because of lowering temperatures at this time of the year. Sigrid seconded the motion. Motion was passed. We will ask cluster resident Carol Matthews, an attorney, to draft a letter to the company about the speed bumps.
Karen passed out the Treasurer’s Budget. She would like to cancel our present trash contract when it expires in order to renegotiate better rates. Our rates are higher than anyone else’s are. Joel Anne moved that we write to AAA telling them that we are canceling our contract when the contract period is over. Ann seconded the motion. Motion was passed. Mary then moved that the Treasurer’s report be accepted as stands. Sigrid seconded the motion. Motion was passed.
Cluster Landscaping was the next item of business. The barberry strip was discussed. Karen reported that she has been working with Rupert on them, but they still do not look good. Cardinal Landscaping suggested digging up the soil and adding periwinkle and mulch. They recommended that we not do the wooden edging. We are presently awaiting a third bid. Cardinal Landscaping is asking $2300; Professional Grounds has submitted a bid for $2607. Mary Buff is to ask her friend in Newbridge Cluster for the name of their landscaping company, as Newbridge is looking so much better these days. Landscaping will be brought up as an item at the general meeting.
Everyone moved that the meeting be adjourned. Motion was passed and the meeting was adjourned.
