MOORINGS CLUSTER BOARD MEETING MINUTES
NOVEMBER 17, 1999

A meeting of the new Board of the Moorings Cluster Association was held on November 17, 1999. Present were: Mike Kelly, Block 2 Rep; Pat Lenz, Vice President; Joel Anne Lambert, Block 5 Rep; Karen Compton, President and Block 7 Rep; Eveline Marquardt, Block 1 Rep; Carol Matthews, Block 4 Rep; and Mary Buff, Block 3 Rep.
First on the agenda was the Election of Officers. Carol Matthews nominated Karen Compton to serve as President. Mike Kelly seconded the nomination. Nomination passed unanimously. Karen Compton nominated Pat Lenz to serve as Vice President. Mike Kelly seconded the nomination. Nomination passed unanimously. Karen Compton nominated Mary Buff to serve as Secretary. Joel Anne Lambert seconded the nomination. Nomination passed unanimously. Ron Taylor agreed to serve as Treasurer. Unanimous vote. Karen reminded us that we must elect Carol Matthews as Anne's replacement as Block 4 Rep. Joel Anne nominated Carol and Mike Kelly seconded the nomination. Nomination passed unanimously.
OLD BUSINESS
Outdoor Fixtures:
Mary again brought up the issue of the original design of our outdoor lights not having light sensors. She was assured that putting on timers is easy and inexpensive.
Discussion followed on whether or not we should buy at least one original light fixture to have on hand. It could be hard to get. We decided to ask RA to grandfather all other lights in the Cluster. If RA doesn't approve grandfathering, we will submit designs already approved, such as Carol's, to also be Cluster approved designs.
Trees:
Joel Anne inquired about the Treasurer's Report given at the last general meeting. At the time of the meeting all was well. However, we have spent about $550 for various tree trims: removed branch hitting Sigrid's house; three trees trimmed lakeside; trim the ugly tree next to Sigrid's house; trim the willow tree. Joel Anne asked for a breakdown of costs for the individual trees. She was confused about our discussion and vote at the General Meeting. Mary read that part of the minutes that referred to the willow tree.
Karen feels that we need a tree committee next year and that we should put a line item in our budget for trees. Pat pointed out that Lakeside Cluster has a tree company on contract to take care of trees as needed.
Snow Removal:
Karen has not gotten a contract proposal from our present snow removal company. She has called 10 other companies, but has only heard from two. She has received a proposal from Peter's Landscaping for $75/hour with an hour minimum. They would come after three inches. Karen received another quote of $85/hour with a three-hour minimum. She is still waiting for a third proposal. Carol moved that we let Karen handle snow removal without having to call another Board meeting. Mike seconded the motion. Motion was passed.NEW BUSINESS
Joel Anne said that Reston Association will fix the cracks on private sidewalks touching RA's pathway for a fee. All Block Reps are to inform their Blocks of this opportunity to have other cracks fixed.
Karen will send out a newsletter and will include a new Cluster Roster. All Block Reps are asked to update their part of the Roster and submit them to Mary Buff.
Pat suggested that we remind people to put out their trash after dark the night before trash pick-up.
Karen then suggested that recurring Cluster tasks be delegated or assigned or volunteered by Cluster members. The list of tasks and those volunteering to be responsible for them is as follows:
