MOORINGS CLUSTER BOD MEETING
MARCH 7, 2001 The March 7, 2001 BOD Meeting of Moorings Cluster was called to order at 8:04 PM at the home of Eveline Marquardt by President Karen Compton. All members of the BOD were present.
Approval of the minutes of the last meeting was moved, seconded and passed.
OLD BUSINESS:
Tot Lot -- Bid was received from Michael Perez for $600 to fix the duck and the wooden stairs. Randy has agreed to do the steps, the duck, the bench and the RR ties for $1,000 but doesn't write out bids. Since his offer seems the best, Joel Anne moved that we write out a bid for him to sign. Motion passed.
Plum Trees -- All plum trees have been removed except in front of Ron Taylor's house, where they were just trimmed of the diseased areas. Ron said they had been butchered and said that we should just go ahead and remove the tree. It will be done without additional charge.
Sidewalks -- Karen received the file on sidewalk repair from Michael Kelly. She called all the bidders and asked them to make bids in a specific manner so that they might be compared. Ron suggested that we check the County Specifications and have the bidders meet the specs. Andrew will check Fairfax County for the specs.
Next Year's Officers -- Bill Jackman does not want to be President next year. Marianne Alciati is considering and would like to sit in on BOD meetings to get an idea of just what the President's job is.
BOD Meetings -- We must let Cluster members know of the time and place of our BOD meetings. Will use E-mail to do so.
Mutt Mitts -- RA is supposed to deliver the box of Mutt Mitts to Mary.
Tree Removal -- The pine tree that fell into the Inlet has been removed and AAA has replanted the cherry tree it knocked down with its truck.
Trash -- Karen has three bids and is looking to see if we can get a far better offer from AAA, since their service is good, but their price kept going up and up, more so than others in the area.
Neighborhood Watch -- We will invite the FC Police to speak to the Cluster at the beginning of our March General Meeting for about 10 minutes.
Budget -- According to Ron, we paid $127 in Cluster taxes for 2000. He feels, based on his understanding of the tax rules that we probably should be paying more and the Cluster will have a CPA check over our figures to make sure we are not paying all we are required by the IRS to pay. Since there was some confusion about the contract submitted to the Grounds Committee for trimming and weeding the Tot Lot, the large planting area on the path from Inlet Cluster and the barberry strips along the curbs, Ron will temporarily submit the same budget for this year as for last year and carry over the amounts not spent last year for special projects to be spent this year for those projects.
Grounds Committee -- Recommendation: That a special person be hired to trim, weed, and keep the Tot Lot, the large planting area on the path from Inlet Cluster and the barberry strips along the curbs in a healthy and attractive condition. This will cost more than just the contract with our lawn and grounds company but will improve the appearance of the Cluster. The Grounds Committee also recommended that we have a landscape company plant new barberries where previous ones have died out. Eveline moved that we approve the recommendation to take money from the reserve fund to plant new barberries. Motion passed. Since there was confusion about the contract submitted by the landscape person to trim, weed and generally maintain the Tot Lot, the large planting area on the path from Inlet Cluster and the barberry strips along the curbs, the Grounds Committee will review what is included in the contract with the landscape person submitting the contract.
NEW BUSINESS
Ron requested that contracts and bills be directly submitted to him so that he can write out checks in a timely fashion and know what to include in his budget preparation.
Mary suggested that a motion be offered at the General Meeting to make the Vice President a voting member of the BOD.
