MINUTES OF THE MOORINGS CLUSTER BOD 9/1/01
The meeting was called to order at 9:10 AM on Saturday, September 1, 2001 at the home of Karen Compton, President. All members were in attendance except Carol Matthews.
The minutes were passed out again. Ron questioned the $1500 for landscaping. Karen brought out the minutes of the March Cluster Meeting, showing that the Cluster had voted the $1500 for landscaping. It was moved and seconded to accept the minutes as amended. Motion passed.
SIGN -- Eric Landberg presented Art Lambert's design for the sign at the entrance to the Cluster. The Kelly's don't want it on their property because they felt it made their property look commercial. Eric showed a cut down version of the sign, about the same size as the current sign to replace the current sign. We will need to go to RA for design and placement approval. Bids came in around $1000, including installation. It was moved and seconded that we approve the smaller sign and submit it to the Cluster at the October Membership Meeting for approval of up to $1200, while in the meantime put in for DRB approval. The motion was passed.
We will make the October meeting a special meeting saying that we need more money.
WILDLIFE HABITAT -- It was moved and seconded that we put the fact that Moorings Cluster has been certified a Backyard Wildlife Habitat on the Reston Internet site. Motion passed.
WILLOW REMOVAL -- The willow that was split by a storm at the corner of Moorings Drive and Waters Edge Lane was discussed. Ron said the plat would suggest that it is on County property. Measurements will be taken and the County called if it is on their property.
ARBORIST -- Eric Landburg suggested that the Cluster get an arborist to look at our white pines as their lifespan is about over. Pat suggested we get a tree contract similar to the one the Lakeside Cluster has which covers all landscaping on a continuing basis. Karen asked that she speak to several arborist corporations for estimates.
OPERATING ACCOUNT -- Ron distributed copies of the Operating Account as of 8/22/01. We are in the black, mostly because of the reduced trash collection costs by switching to BFI.
TAXES -- Karen said that the State and the IRS wanted the social security numbers of our Board of Directors. Eveline explained that as a corporation, no individuals are responsible. We have a corporation tax number. It was moved and seconded that we pay the accountant's bill although we felt it was high. Motion passed.
GREENWORKS CONTRACT -- Karen wanted to know if we could go with the Greenworks contract even thought it is $327 over the amount approved for the barberries. It was moved and seconded that we spend $1500 out of the reserves as already approved and the extra $327 come out of operating funds. Motion passed.
CRIMINAL ACTS --Several cars in the Cluster were broken into and Chuck Hilty's car was stolen. We need to inform the Cluster of the problem.
TOT LOT -- The block in the tot lot is not part of the support system. We will take $200 out of the tot lot funding to cover cost of removal.
SNOW REMOVAL -- Only one snow removal bid has come in.
BOD REPLACEMENT -- Karen said the Maryanne Alciati might be interested in being her block rep and perhaps President next year. Erin Frawley would be willing to sit in for Eveline at BOD meetings in preparation to be block rep. Karen said that Bill Berkson might be willing to be President. Pat agreed to take Mary's place as block rep. Joel Anne would like to get Frank and Amy to replace her.
LAKE COMMITTEE -- The Lake Committee hasn't met.
COLOR PALETTE -- Lowe's now has the color chips the Cluster has approved.
CURBS -- Professional painting of the curbs will be discussed at the October Cluster meeting.
ASSESSMENTS -- Ron said that since he is leaving town, the assessments would have to be handed out before October 1.
FUTURE MEETINGS -- The fall Cluster meeting is scheduled for Thursday, October 18. Note: Having a funding item on the general meeting agenda requires thirty days notification to the Cluster. Mary then rescheduled the Cluster meeting for Tuesday, October 30 at the Good Shepherd Church. There will be a BOD meeting on Saturday, October 6.
